Subject: Natural Gas Vehicle Incentives
 
In the near future, I will be introducing legislation important to continuing to develop an environmentally positive industry in Pennsylvania that also drives natural gas demand and use in Pennsylvania – a goal which we all share.

Act 13 of 2012 created the Natural Gas Vehicle Development Program. In the three years that this grant program existed, over 60 companies, school districts and transit authorities in more than 30 counties benefited from this program. The grants assisted with the purchase of a wide array of natural gas vehicles from eighteen-wheelers to school buses to trash trucks and cement mixers. Pennsylvania users of natural gas motor fuel have already saved more than $12 million in fuel costs by displacing over 8.5 million gallons of diesel since 2012.

Unfortunately, the program is out of funding and set to expire. This looming expiration comes at a pivotal time in the development of Pennsylvania’s natural gas refueling infrastructure. These grants have attracted significant private capital to construct the stations to fuel the NGVs. Approximately $50 million has been invested so far in creating a natural gas vehicle (NGV) backbone network. This growing network of more than 40 stations was originally designed for “return to base fleets” but is now evolving to be able to service short-haul and interstate trucking fleets. A three year extension of the Act 13 NGV grant program is necessary to continue to leverage the private capital needed to secure a well-developed and sustainable refueling network which can truly make natural gas motor fuel a viable option for businesses and government entities across the Commonwealth.

My legislation amends the Fiscal Code to extend the program for three years and continues to fund the program at $10 million per year. Please join me in sponsoring this legislation.
