Subject: Resolution Recognizing and Honoring the Work of Captain Michael Cram of the Philadelphia Police Department
 
When the House returns to Session, I will introduce a resolution recognizing and honoring the work of Captain Michael Cram of the Philadelphia Police Department.

Briefly, Captain Cram began his career with the Philadelphia Police Department in 1993. He worked his way through the ranks as a patrol officer, Sergeant, Lieutenant, and Captain of both the 26th and 25th Police Districts, respectively. Of considerable importance, however, is Captain Cram’s commitment to community policing.
While serving as Commanding Officer of the 26th Police District, Captain Cram and his team of police officers worked to eradicate criminal activity in the areas surrounding North Philadelphia’s Rainbow de Colores Park, which some referred to at the time as a “playground controlled by drug dealers.” Situated near a prolific drug-dealing corner, Rainbow de Colores Park served as the base of operations for local drug traffickers. Captain Cram, the police officers under his command, community leaders, and neighborhood residents partnered and worked together to rid the Park and surrounding neighborhood of drug-dealing and the resulting criminal activity. Consequently, the Captain, his team of police officers, and their neighborhood partners were instrumental in making Rainbow de Colores Park what it is today; a place where children come to play on hot summer days, with handball courts, community gardens, and solar lighting.

Captain Cram’s move to the neighboring 25th Police District has resulted in the formation of three community-based groups. The membership of these groups include block captains, ward leaders, and community members who partnered with Captain Cram and his command for the express purpose of overcoming distrust, while working to reduce crime and revitalizing neighborhoods; thereby, achieving the primary goals of community policing.
