Subject: Resolution directing the Legislative Budget & Finance Committee to review and report on the funds distributed to counties from the Marcellus Legacy Fund
 
In the near future, I plan to introduce a resolution directing the Legislative Budget and Finance Committee to conduct a comprehensive review of the monies distributed to counties from the Marcellus Legacy Fund and to report on its findings including any recommendations for legislation to the House of Representatives.

A comprehensive review by the Legislative Budget and Finance Committee would be helpful in determining how counties are using the significant amounts of financial resources made available to them. Counties currently have no reporting requirement to any agency or department for funds distributed directly to counties for “green” purposes. Therefore, there is no way of showing that these “green” funds are being used for their intended purposes. While other Marcellus Shale Legacy funds are made available to counties through grants from other agencies or departments, there is no easy way of tracking how or where these funds are spent. A comprehensive report from the Legislative Budget and Finance Committee would greatly help us in seeing how counties use these financial resources regardless of whether the monies go directly to counties or whether counties receive the funds through grants or other programs.
