Subject: Electronic Delivery of Insurance Policies and Annuities
 
In the near future, I intend to introduce legislation to amend the Insurance Company Law of 1921, to provide for the electronic delivery of insurance policies and annuities.
Currently, insurers must either hand deliver or send via certified mail a policyholder an insurance policy or annuity. In an effort to update existing law, the bill would provide policyholders and insurers with a cost efficient and consumer friendly method of communication by providing for the electronic transmission of a policy or annuity. In addition to hand delivery, insurers would also be provided the option for electronic delivery of a policy or annuity. In the event a dispute would arise as to whether a policy or annuity was delivered to a policyholder, the burden of proof would remain with the insurer through reports and recordkeeping.
