Subject: Definition of a Street Rod (Former HB 1331)
 
In the near future, I intend to reintroduce legislation, former House Bill 1331, redefining the age qualification for street rods in Pennsylvania as a vehicle with a model year that is at least 40 years old.

Current Pennsylvania statute providing the definition of a street rod was established under Act 171 of 1982. The 33-year-old language, which is still in effect today, requires a vehicle to be a model year of 1948 or older in order to qualify as a street rod. What was established as a vehicle that would need to be at least 35 years old is now required to be at least 65 years old and counting. My legislation would open the definition of a street rod to any vehicle that is 40 or more years old.

This legislation is the result of being approached by a father in my district who shared with me his fondest memories of father-son bonding as an adolescent. He recalled that nothing brought him and his father closer than the many late nights spent working on their street rods. He went on to explain that there was something special about helping to rebuild and restore a vehicle from his father’s own childhood. My constituent expressed his frustration that the model year 1948 requirement limits the hobby of building street rods, which makes it difficult to share this hobby with his son.

I believe it should also be our policy in the General Assembly to enact legislation that will require less future need for corrections and update. I encourage all of my colleagues to support my forthcoming legislation and in turn, promote one of the most important bonds in our society – that of a father and son.
