Subject: State Police Officers Retirement Credit (Former HB1927)
 
In the near future, I plan to re-introduce legislation, former House Bill 1927 of 2013-14, which allow State Police officers to purchase up to five years of retirement credit for prior service as a municipal police officer in this Commonwealth.

There are many State Police officers who bring valuable local police experience to the job. I believe that this legislation will further encourage this transfer of skills by enhancing pension portability for our law enforcement officers.

This bill will amend the State Employees’ Retirement Code to allow State Police officers to “buy back” prior municipal police service and to credit that service toward their retirement benefits. Under current law, members of the State Employees’ Retirement System are authorized to purchase retirement credit for the following types of non-state service:
  • Intervening military service, if the member returned to State service before January 1, 2012;
  • Certain other types of military service;
  • Certain out-of-state educational service;
  • Previous service with a governmental agency other than the Commonwealth resulting in termination due to the transfer of the agency to the Commonwealth;
  • Temporary Federal employee assigned to an air quality control complement for the Pennsylvania Department of Environmental Resources between 1970-1975 (with restrictions);
  • Cadet Nurse Corps service;
  • Community College service performed prior to 1971; and
  • Justice of the peace service rendered prior to 1970.
