Subject: Seat belts on school buses
 
I am introducing legislation, amending the Vehicle Code, Title 75 of the Pennsylvania Consolidated Statutes, to require each seat on every school bus to be equipped with or to be fitted with seat belts. No passenger may be carried for which a seat belt is not available. Each passenger must use a seat belt while the bus is in motion.

It is mandatory for adults and children to wear a seatbelt while in or operating a vehicle. Seatbelts save lives when used properly in a motor vehicle. Six states already require seatbelts on a school bus - California, Florida, Louisiana, New Jersey, New York, and Texas. A few other states are considering legislation requiring seatbelt usage.

Let me assure you that school bus travel is the United States, even without seat belts, is the safest form of transportation of children. A child wearing a seat belt has a much better chance of surviving a school bus accident than a child not wearing a seat belt. The injuries in collisions usually result in minor cuts and bruises due to the construction of the bus. However, there hasn’t been a death of a student passenger in a school bus in Pennsylvania since 1993. No other type of vehicle has such a strong safety record; seat belts would be just benefiting that fact. Seat belts will also help reduce rambunctious behavior by children that can distract a driver.
