MEMORANDUM

Posted: February 17, 2015 04:27 PM
From: Representative Robert F. Matzie
To: All House members
Subject: Jury Duty Exemption for Primary Caregivers

In the near future, I intend to re-introduce legislation – HB 1008 – that would amend Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes to exempt certain caregivers from serving on a jury.

While jury duty is a cornerstone of our judiciary system, if that service results in vulnerable individuals being put at risk, I believe we should take steps to ensure these individuals are protected. As such, my legislation would allow for the exemption or excuse of the following individuals from jury duty:
  • Parents or guardians who have custody of a child under the age of seven and who are the primary caregivers of the child;
  • Parents or guardians who have custody of a school age child who has been excused from compulsory attendance at school or special education program and provide instruction for the child; or
  • Primary caregivers of an elderly or disabled family member.

I ask that you please join me in co-sponsoring this much needed legislation.
