Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: February 11, 2015 09:59 AM
From: Representative Dom Costa
To: All House members
Subject: Collection of Restitution/County Level Reforms

In the near future, I will be reintroducing legislation to increase collections of court-ordered restitution for crime victims, by ensuring that the orders are being enforced at the county level. Specifically, my legislation will increase accountability for existing requirements by enhancing collection and record-keeping requirements.

In 2011, the Office of Victim Advocate convened The Restitution in Pennsylvania Task Force to study and develop recommendations for improving the restitution process in Pennsylvania, on both the State and local levels. The Task Force identified gaps in law and procedure that negatively affected crime victims’ likelihood of receiving the restitution due to them, and in February 2013, issued its final report, which included 47 recommendations for reforms. My bill is in response to recommendations 7 and 18 in the report.

This legislation was introduced last session as HB 2384, one bill in a bi-partisan package of bills that was introduced to implement the suggested reforms and improve restitution in Pennsylvania. It passed the House with near unanimous support last year, and I hope you will join me in supporting this legislation again. Thank you for your interest and support in the fight to bring justice to crime victims in Pennsylvania.

Introduced as HB1070
