Subject:	Sale of Driver and Vehicle Information for Profit – Former HB 2121

In the near future, I plan to re-introduce legislation that amends Title 75 (Vehicles), which permits third parties to sell personal driver and vehicle information for profit. Section 1955 of Title 75 (Vehicles) of the Pennsylvania Consolidated Statutes now permits, as a result of Act 89 of 2013, third parties to sell personal information regarding: drivers, registrations, titles, and security interests to other individuals and businesses for an unspecified fee, without the payment of any additional fee to PennDOT. As a result, third parties will profit directly from the sale of driver and vehicle information. In addition, Section 1955 permits PennDOT to impose an additional $2 fee on the sale of driver and vehicle information to third parties and will be used to pay for the Commonwealth’s web services. Under my legislation, third parties will no longer be able to sell personal driver and vehicle information for profit, nor will PennDOT be able to impose an additional fee to pay for the Commonwealth’s web services. The residents of this Commonwealth are being asked to pay for transportation funding and this legislation ensures that any revenue generated from the sale of personal driver and vehicle information will be dedicated solely to transportation projects.
