Subject: Legislation Increasing the Personal Needs Allowance Deduction
 
In the near future, I plan to introduce legislation amending the Act of June 13, 1967, known as the Public Welfare Code, to increase the personal needs allowance deduction for Medical Assistance-eligible Pennsylvanians residing in nursing facilities.

The personal needs allowance deduction allows residents of nursing facilities to pay for personal expenses such as clothing, toiletries, hair appointments, and other basic amenities that are not covered by Medical Assistance. The personal needs allowance is deducted from the resident’s gross monthly income when determining the amount the resident must pay toward the cost of care while residing in the nursing facility. This allowance has not been increased since 2007.

Under my legislation, the personal needs allowance deduction will be increased from the current deduction of $45 per month to $65 per month.

Increasing the personal needs allowance deduction will more closely reflect the current cost-of-living for residents in nursing facilities and allow residents more discretion in purchasing personal necessities without the risk of being unable to pay the required costs of nursing care under Medical Assistance.
