House of Representatives
Session of 2015 - 2016 Regular Session

MEMORANDUM

Posted: January 15, 2015 03:25 PM
From: Representative Glen R. Grell
To: All House members
Subject: Amending the Municipalities Planning Code - Planning Commission

In the near future, I plan to reintroduce legislation that would amend the Pennsylvania Municipalities Planning Code (MPC) to allow the governing body to appoint up to three (3) residents of the municipality to serve as alternate members on the Planning Commission. This proposal was introduced as House Bill 1047 during the 2011-12 Legislative Session and passed the House by a vote of 184-6.

Presently, the MPC does not allow for alternate members. Because planning commission members are volunteers and are not always available for meetings, this legislation would assist planning commissions in achieving consistent quorums and in avoiding backlogs.

This legislation has the approval of the PA State Association of Township Supervisors (PSATS) and is structured after the zoning hearing board, which currently may have alternates.

I welcome your cosponsorship of this legislation. If you have any questions, please contact my office at 783-2063. Thank you.
