Subject: Optional 1% County Sales Tax
 
In the near future I intend to introduce legislation which would permit counties to levy an additional 1% sales, use and occupancy tax to be shared with municipalities in the county. This legislation is similar to a bill proposed by our colleague Representative Sturla, with some exceptions.

Representative Sturla’s bill also provides an optional 1% sales and occupancy tax for counties across the Commonwealth, but it will distribute the revenue accorded to a fixed proposal. Instead of directing a certain percentage of additional funds to property tax reduction and other specific mandates, my proposal will reduce county and municipal property taxes while leaving the precise distribution undefined. This will allow counties and municipalities to determine on their own the best possible use of these funds, in order to suit the unique needs and problems faced by their communities.

In a Commonwealth as geographically and culturally diverse as Pennsylvania, there is rarely a single solution that would equally benefit every area. Each county and municipality is different and with so many variables I believe a simpler solution would ultimately be more efficient and beneficial. My proposal would give counties the freedom to allocate their newfound additional revenue as they see fit, tailored to the distinctive needs of their own community.
