Subject: School Code - Superintendents (Former House Bill 543 - 2013-2014 Legislative Session)
 

I plan to reintroduce legislation that would amend the School Code to provide boards of school directors with the ability to select a superintendent based on the needs of the school district. This legislation would simply eliminate the need for a district to obtain a waiver should they wish to hire a superintendent with a non-teaching background.

In some cases, districts searching for a new superintendent are limited in the number or type of applicants they can consider because good administrators may not always be educators. For example, a district that wishes to focus on the financial aspects of successfully operating a school district may wish to hire a superintendent with a business background rather than a teaching background. Unfortunately, under current law, a district cannot hire a candidate with a non-teaching background without first obtaining a waiver from the requirements of Section 1003 of the Public School Code of 1949.

I believe our locally elected school board members should be allowed to choose the appropriate person to function as superintendent that is right for their district. This legislation would do just that by permitting school boards to select the best candidate without restriction.
