I plan to reintroduce legislation that would amend the School Code to provide boards of school directors with the ability to select a superintendent based on the needs of the school district. This legislation would simply eliminate the need for a district to obtain a waiver should they wish to hire a superintendent with a non-teaching background. In some cases, districts searching for a new superintendent are limited in the number or type of applicants they can consider because good administrators may not always be educators. For example, a district that wishes to focus on the financial aspects of successfully operating a school district may wish to hire a superintendent with a business background rather than a teaching background. Unfortunately, under current law, a district cannot hire a candidate with a non-teaching background without first obtaining a waiver from the requirements of Section 1003 of the Public School Code of 1949. I believe our locally elected school board members should be allowed to choose the appropriate person to function as superintendent that is right for their district.
