MEMORANDUM

Subject: Resolution to Study the Impact on Education from the Loss of Federal Funds

Over the past 6 years, the debt of the federal government has increased by over $8 trillion, in large part because the government had annual deficits over $1 trillion in 4 of the last 6 years. Since 2000, the debt of the United States has increased $13 trillion. The unsustainable debt of the federal government has broad implications for the Commonwealth of Pennsylvania; our budget is predicated on federal assistance in many key areas. These areas include, among others, Medicaid and $3 billion for educating the next generation of Pennsylvanians. As the federal debt continues to grow, it becomes obvious Pennsylvania can no longer count on federal assistance in our budget priorities including education.

As the elected representatives of the people of Pennsylvania, one of our most important responsibilities is to balance the budget and be good stewards of the taxpayer’s money. Keeping that responsibility in mind, I plan to introduce a resolution directing the Legislative Budget and Finance Committee (LBFC) to study the impact the loss of federal funds would have on education in the commonwealth. In their study the LBFC would compare the impact on education from losing federal funds to the loss of federal stimulus money. This report is an important part of being good stewards of the taxpayer’s money; it will allow the General Assembly to ensure the highest possible investment in education even in the absence of federal assistance
