MEMORANDUM

Subject: Providing for Multi-State Progressive Slot Machine Jackpots

In the near future, I plan to introduce legislation that will amend Title 4 (Amusements) to allow for the implementation of multi-state progressive slot machines within the Commonwealth’s casinos. These increased jackpots should provide for a renewed interest and the opportunity for life changing winnings at our brick and mortar casinos.

Under my legislation, each slot machine licensee may link a certain number (as prescribed by the Gaming Control Board) of slot machines together with slot machines of the same type in other jurisdictions to progressively increase their jackpot until a winner is chosen. Under Title 4 a “Progressive System” is currently defined as a computerized system linking slot machines in one or more licensed facilities with this Commonwealth and offering one or more common progressive payouts based on the amounts wagered. My legislation will expand on this definition to include systems that are within this Commonwealth and another state.

While the Pennsylvania Lottery has seen a boom from multi-state jackpots, such as the Powerball and the Mega Millions, it is time for Pennsylvania’s casino gamers to have the same opportunity with slot machines.

Please join me in co-sponsoring this legislation in order to better compete with Pennsylvania’s neighboring gaming states and providing our gaming enthusiasts with the same opportunities as our Lottery provides.
