Subject: Community College Education Assistance Program
 
I plan to introduce legislation creating a Community College Education Assistance Program within the PA Higher Education Assistance Agency (PHEAA).

Currently, the Commonwealth is served by fourteen community colleges that provide students with access to high-quality, affordable two-year degrees. Many students who have completed their studies at community colleges may wish to continue their education at a four-year college or university but are often deterred because of high tuition rates at these schools.

This legislation recognizes the important role that community colleges play in the continuum of higher education for our Commonwealth’s students and seeks to provide assistance to those students who have previously demonstrated success at a community college. Specifically, the program would change the calculation of the state grant award for students who have completed 60 credits at a community college and maintained a 3.0 grade point average. The program would then direct PHEAA to disregard one third of the eligible student’s expected family contribution and federal Pell grant when calculating the student’s state grant award.

This legislation is identical to HB 1222 introduced last session. I hope that you will join me in by co-sponsoring this legislation.
