Subject: 2-PART LEGISLATION: ESTABLISH A SEXUAL ASSAULT KIT PROCESSING FUND & SEXUAL ASSAULT KIT PROCESSING STATE INCOME TAX FORM DONATION
 
In the near future, I plan to introduce two(2) pieces of legislation that work in conjunction to accomplish my goal of diminishing the rape kit backlog in Pennsylvania.

Across the Commonwealth, there’s a backlog of kits containing potential evidence of sexual assaults that remain sealed and untested in forensics labs and law enforcement offices. According to a 2016 report by the Pennsylvania Department of Health there were over 4,800 outstanding sexual assault kits. We owe it to our citizens to find ways to help local law enforcement agencies complete the examination of these kits in a timely manner.

Description:
Under this bill we would be establishing the Sexual Assault Kit Processing Fund.  This fund would be a restricted account within the State Treasury, which will be distributed by the Pennsylvania State Police as grants to laboratories designated by the Department of Health to local law enforcement agencies with rape kit testing costs.

Description:  
Under this bill we would establish a Sexual Assault Kit Processing State Income Tax Form Donation.  The Department of Revenue will provide space on the Pennsylvania individual income tax return form whereby an individual may voluntarily designate a contribution to be utilized for sexual assault examination kit processing within the Commonwealth.  The amount designated will be deducted from the tax refund of the individual making the designation and will not constitute a charge against the income tax revenues due to the Commonwealth.
