Subject: Requiring School Districts to Conduct School Emergency and Security Drills
 
Last session, the House unanimously passed legislation to require all school districts to conduct school emergency drills, but the Senate chose not to move forward. This session, the House again unanimously passed identical language through House Bill 187; however, as amended to serve as the omnibus school code bill (Act 55 of 2017), the Senate watered down the bill and made school emergency drills optional instead of mandatory.
Our children’s safety is paramount and should not be an option, especially in light of the most recent events that took place at Marjory Stoneman Douglas High School in Parkland, Florida. As lawmakers we should be mandating children’s safety, not suggesting it. Therefore, I will be offering legislation to amend the Public School Code mandating school districts to conduct an annual school emergency and security drill, not simply giving them the option to do so.
Although this proposal is a simple, one-word change, it has the potential to make a significant difference in the safety and security of our children. Please join me in ensuring Pennsylvania students that their safety is not an option.
