| Subject: | Screening Process for the Appointment of Humane Society Police Officers |
| In the near future I plan on introducing legislation amending Title 22 chapter 37, creating a more rigorous screening process for the appointment of Humane Society Police Officers. This legislation would establish additional review and consideration of individuals interested in becoming Humane Society Police Officers, who enforce animal welfare legislation across the Commonwealth. Under current law, applicants wishing to be appointed a Humane Society Police Officers are required to obtain a criminal history report and attend a brief training program. Upon meeting these requirements the court is required to appoint the applicant as a Humane Society Police Officer. My legislation will give both the Courts of Common Pleas and our District Attorneys a greater voice in determining who will enforce the Commonwealth’s animal welfare law. Upon meeting all the requirements the appointment would fall to the discretion from the Court of Common Pleas in every county after input from the district attorney. The Commonwealth must ensure that Humane Society Police Officers are held to a high standard and work effectively with their county’s law enforcement community.
