MEMORANDUM

Posted: July 24, 2015 12:02 PM
From: Representative Angel Cruz
To: All House members
Subject: Sickle Cell Testing Act

In the near future, I intend to introduce legislation that would require individuals over the majority age of eighteen (18), with exceptions, to be tested for Sickle Cell Disease or Sickle Cell Trait and notified of the results of such a test.

Currently, Pennsylvania includes testing for Sickle Cell Disease (hemoglobinopathies) as part of the Newborn Screening Act. This requirement helps in identifying those affected by Sickle Cell Disease, but it does not help in making an informed decision prior to procreation. By requiring individuals over eighteen to be tested for Sickle Cell Disease or Sickle Cell Trait, individuals can find out whether they have sickle hemoglobin or another abnormal hemoglobin that they could pass on to a child. When individuals have this information, a more informed decision regarding the chances of having a child with some type of sickle cell disease can be made.

I ask that you join me by co-sponsoring this legislation. Thank you in advance for your consideration.
