Subject: Removing restrictions on second class-A county row officers holding a municipal office
 

I am introducing legislation to remove unnecessary restrictions preventing county row officers in a county of the second class A from serving as a member of a municipal governing body such as township commissioner, supervisor or councilman/councilwoman, school board or board of health. This legislation will only affect a county of the second class A, not a county of the second class.

My legislation amends the Second Class County Code to allow a county row officer (with the exception of a county commissioner, district attorney, treasurer or controller) to also serve as a member of a municipal governing body, as a school board director or as a member of a board of health.

A county commissioner, district attorney, treasurer or controller would continue to be prohibited from simultaneously serving as a member of a municipal governing body, school board or a board of health due to possible conflicts of interest. However, other county row officers should be able to serve at the local level. It can be difficult to find qualified and interested individuals to run for and hold local offices. This legislation will remove an artificial obstacle to the simultaneous holding of two offices that do not conflict with each other.
