Subject: | Making Pennsylvania More Business Friendly to Small Airports |
In the near future I plan on introducing legislation that will facilitate small airports’ efforts to remain profitable by adding an exemption to Pennsylvania's Uniform Construction Code. Recently a constituent made me aware that the difficulties of adding a new hangar are spawned in great part by the bureaucratic and regulatory hurdles created by the UCC. These obstacles are often enough to discourage a small airport owner from expanding their operations, and thus unfairly restrict the options available to these “mom and pop” establishments. By drawing from existing language which exempts pole barns at agricultural fairs and applying similar language to pre-engineered hangars, this legislation will greatly improve the ability of these establishments to serve more customers. Although regulations are absolutely vital for any on-site, personal construction of hangars, the purchase and installation of pre-engineered structures should not be unnecessarily limited. These structures are manufactured under the close surveillance of industry professionals, and as such, do not need the same level of regulation as an owner’s personal construction endeavors. By avoiding the costly requirements incurred by the UCC and simplifying the process of hangar construction, this legislation will help to keep Pennsylvania’s small airports aloft. :) Please join me in strengthening our small airports by co-sponsoring this important legislation. . |
