You may have seen the articles in the papers about the Lebanon County sheriff who revoked a person's license to carry a concealed firearm because she "open carried" at a soccer game. The sheriff indicated that the reason for the revocation was that the individual's "character and reputation" was that she was likely to act in a manner that is dangerous to herself or others. Many gun owners have been clamoring for legislation to take away the sheriff's authority to revoke for "character and reputation" or in the alternative require a pre-revocation hearing before the sheriff can revoke the license. I am drafting legislation that requires notice and a pre-revocation hearing when the sheriff wants to revoke a license for C&R or for "other good cause" (both currently at the sheriff's discretion). The hearing would be before the Court of Common Pleas.
