Subject: Cosponsorship of Legislation: Pennsylvania Quality Leadership Awards
 
In the near future, I will be reintroducing legislation (previously House Bill 588) which establishes the Pennsylvania Quality Leadership Awards.

This legislation reestablishes the Quality Leadership Awards Program in Pennsylvania under the Keystone Alliance for Performance Excellence (KAPE) and corrects structural deficiencies that resulted in a failed program several years ago. Modeled after the Malcolm Baldridge National Awards given annually by the President of the United States, this program was considered a national model for other states during the 1990s.

Pennsylvania Quality Leadership Awards are presented annually to small, medium and large for-profit and non-profit organizations in recognition of excellence in manufacturing and services, as well as to those organizations practicing effective quality management and achieving significant improvements in the quality of goods or services. Since the dissolution of the Pennsylvania program, KAPE has assumed the recognition and granting of awards based upon Malcolm Baldridge standards. KAPE has had tremendous success in its efforts and would benefit Pennsylvania with its top notch program.

The following organizations and businesses were recently recognized by KAPE: Advent Design Corporation, Bristol; Bethany Village, Mechanicsburg; Epworth Manor, Tyrone; Good Samaritan Nursing Care Center, Johnstown; Indiana Regional Medical Center, Indiana; Pinnacle Health System, Harrisburg; and The Synergy Organization, Bensalem.

It is time we reinvigorate our efforts to recognize Pennsylvania businesses and organizations for their achievements in providing quality leadership. Not only will the KAPE program allow Pennsylvania to develop and operate a prestigious program which may, once again, be held to national prominence, but also it will serve to reestablish Pennsylvania as a leader in quality improvement recognition.
