AN ACT
Amending the act of June 19, 2018 (P.L.229, No.36), entitled "An
act providing for competitive integrated employment in State
and county agencies and any entity providing publicly funded
education, training, employment and related services and
long-term services and supports for working-age
Pennsylvanians with a disability; establishing Employment
First, the Governor's Cabinet for People with Disabilities
and the Employment First Oversight Commission and providing
for their powers and duties; and conferring powers and
imposing duties on the Governor and the Office of the
Governor," further providing for Employment First Oversight
Commission.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 6 of the act of June 19, 2018 (P.L.229,
No.36), known as the Employment First Act, is amended by adding
a subsection to read:
Section 6. Employment First Oversight Commission.

(g) Executive director.--Within 90 days of the effective
date of this subsection, the commission shall elect an executive
director of the commission who shall serve for a term of six

years. Compensation shall be set by the executive board
established under section 204 of the act of April 9, 1929
(P.L.177, No.175), known as The Administrative Code of 1929. The
executive director may serve no more than two terms. The
following apply:
(1) The appropriation for the executive director shall
be in a separate line item and shall be under the
jurisdiction of the executive director.
(2) The executive director shall have the following
duties:
(i) Serve as the executive officer of the
commission.
(ii) Serve as the administrative liaison of the
commission with:
(A) The General Assembly.
(B) All agencies and bureaus of departments of
the Commonwealth.
(C) The Federal and State Government.
(D) Local education agencies and organizations
with which the Commonwealth has common interests.
(iii) Manage the administrative details of meetings
of the commission and committees established by the
commission, including the preparation of agendas, minutes
and records of action, and the proper circulation of
notices of meetings of the commission.
(iv) Obtain, organize and provide information and
materials pertinent to and prepare reports for the work
of the commission.
(v) Assist committees of the commission involved in
studies, hearings and research.

(vi) Monitor and inform the commission of
legislation or executive actions affecting the
responsibilities of the commission.
(vii) Employ additional professional and clerical
personnel as may be necessary to carry out the duties and
responsibilities of the commission.
Section 2. This act shall take effect in 60 days.
