REPRESENTATIVES, AS AMENDED, JUNE 22, 2023
AN ACT
Making appropriations from the Professional Licensure
Augmentation Account and from restricted revenue accounts
within the General Fund to the Department of State for use by
the Bureau of Professional and Occupational Affairs in
support of the professional licensure boards assigned
thereto.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. (a) The sum of $74,085,000 $74,480,000, or as
much thereof as may be necessary, is hereby appropriated from
the Professional Licensure Augmentation Account within the
General Fund to the Department of State for the operation of the
Bureau of Professional and Occupational Affairs for the fiscal
year July 1, 2023, to June 30, 2024.
(b) The appropriation under subsection (a) includes
$11,700,000 for information technology and other associated
costs related to the replacement of the PA Licensure System. The
$11,700,000 may not be expended for any other purpose. The
Department of State shall issue a report on November 15, 2023,
and on May 15, 2024, to the chairperson and minority chairperson

of the Appropriations Committee of the Senate, the chairperson
and minority chairperson of the Appropriations Committee of the
House of Representatives, the chairperson and minority
chairperson of the Consumer Protection and Professional
Licensure Committee of the Senate and the chairperson and
minority chairperson of the Professional Licensure Committee of
the House of Representatives that contains all of the following:
(1) An accounting of funds expended by the Bureau of
Professional and Occupational Affairs related to the
replacement of the PA Licensure System by category of
expenditure.
(2) A status update on the implementation and timeline
of the replacement project, including a description of
efforts to improve or upgrade Bureau of Professional and
Occupational Affairs technology infrastructure, to interface
with educational institutions in this Commonwealth, to
facilitate and expedite education verification, to fully
implement licensure compacts enacted in statute and improve
the timely issuance of professional licenses.
(3) Any other information deemed necessary or
appropriate by the department.
Section 2. (a) The sum of $11,163,000 $11,240,000, or as
much thereof as may be necessary, is hereby appropriated from
the restricted receipts account of the State Board of Medicine
for the operation of the board for the fiscal year July 1, 2023,
to June 30, 2024.
(b) The sum of $3,176,000 $3,194,000, or as much thereof as
may be necessary, is hereby appropriated from the restricted
receipts account of the State Board of Osteopathic Medicine for
the operation of the board for the fiscal year July 1, 2023, to

(c) The sum of $439,000 $442,000, or as much thereof as may
be necessary, is hereby appropriated from the restricted
receipts account of the State Board of Podiatry for the
operation of the board for the fiscal year July 1, 2023, to June
30, 2024.
(d) The sum of $900,000 $908,000, or as much thereof as may
be necessary, is hereby appropriated from the Athletic
Commission Augmentation Account for the State Athletic
Commission, as authorized by 5 Pa.C.S. ยง 1512 (relating to
Athletic Commission Augmentation Account), for the support and
operation of the commission for the fiscal year July 1, 2023, to
June 30, 2024.
(e) Each appropriation listed in subsections (a), (b), (c)
and (d) shall not be treated as an augmentation to the
Department of State, a general government appropriation or any
other appropriation, but shall be treated and accounted for as
separate appropriations respectively.
Section 3. This act shall take effect July 1, 2023, or
immediately, whichever is later.
