A CONCURRENT RESOLUTION
Establishing a special bipartisan, bicameral legislative
commission to recommend improvements for the recruitment and
retention of law enforcement officers, corrections officers
and prosecutors in this Commonwealth and develop and promote
legislation in furtherance of its recommendations.
WHEREAS, For there to be law and order in this Commonwealth
the Commonwealth must have properly staffed law enforcement
personnel in all counties and departments, properly staffed
county and State correctional institutions and properly staffed
district attorneys' offices with qualified and experienced
prosecutors; and
WHEREAS, Recruitment and retention challenges for all three
professions are at unprecedented levels, presenting more
challenges for these public servants to do their jobs
effectively; and
WHEREAS, Vacancies in these professions result in delays of
justice and fears of a decrease in public safety; and
WHEREAS, It is vital for vacancies in these professions to be
filled in a timely manner to ensure law and order; and

WHEREAS, The passage of Senate Resolution No. 6 in 2017
established a special bipartisan, bicameral legislative
commission to recommend improvements to the delivery of
emergency services in this Commonwealth; and
WHEREAS, This commission provided legislative recommendations
that have been enacted by the General Assembly and therefore
have improved the delivery of emergency services in this
Commonwealth; therefore be it
RESOLVED (the House of Representatives concurring), That the
General Assembly establish a special bipartisan, bicameral
legislative commission to recommend improvements for the
recruitment and retention of law enforcement officers,
corrections officers and prosecutors in this Commonwealth and
develop and promote legislation in furtherance of its
recommendations; and be it further
RESOLVED, That the commission consist of the following
members:
(1) Four Senators, two from the majority party and two
from the minority party, appointed by the President pro
tempore of the Senate.
(2) Four Representatives, two from the majority party
and two from the minority party, appointed by the Speaker of
the House of Representatives.
(3) A designee of the County Commissioners Association
of Pennsylvania.
(4) A designee of the Pennsylvania Municipal League.
(5) A designee of the Pennsylvania State Association of
Boroughs.
(6) A designee of the Pennsylvania State Association of
Township Commissioners.

(7) A designee of the Pennsylvania State Association of
Township Supervisors.
(8) A designee of the Pennsylvania Councils of
Governments.
(9) The Commissioner of Pennsylvania State Police or a
designee.
(10) A designee of the Municipal Police Officers'
Education and Training Commission.
(11) A designee of the Pennsylvania State Troopers
Association.
(12) A designee of the Pennsylvania Fraternal Order of
Police.
(13) A designee of the Pennsylvania Chiefs of Police
Association.
(14) A designee of the Pennsylvania Sheriffs
Association.
(15) A designee of the Fraternal Order of Transit
Police.
(16) The Secretary of Corrections of this Commonwealth
or a designee.
(17) A designee of the Pennsylvania State Corrections
Officers Association.
(18) Two State corrections officers in this
Commonwealth, one of whom shall be selected by the President
pro tempore of the Senate and one of whom shall be selected
by the Speaker of the House of Representatives.
(19) Two county corrections officers in this
Commonwealth, one of whom shall be selected by the President
pro tempore of the Senate and one of whom shall be selected
by the Speaker of the House of Representatives.

(20) A designee of the Pennsylvania Bar Association.
(21) A designee of the Pennsylvania District Attorneys
Association.
(22) Six district attorneys in this Commonwealth who are
members of the Pennsylvania District Attorneys Association,
three of whom shall be selected by the President pro tempore
of the Senate and three of whom shall be selected by the
Speaker of the House of Representatives;
and be it further
RESOLVED, That the commission elect a chair from its
legislative membership; and be it further
RESOLVED, That the commission develop and recommend
legislation to improve recruitment and retention of law
enforcement officers, corrections officers and prosecutors; and
be it further
RESOLVED, That the commission hold hearings, take testimony
and make its investigations at such places as it deems necessary
in this Commonwealth; and be it further
RESOLVED, That the Legislative Budget and Finance Committee
provide staff support and assist with the final report; and be
it further
RESOLVED, That the commission make a final report of all
legislative recommendations by June 30, 2023, which shall be
submitted to the President pro tempore of the Senate and the
Speaker of the House of Representatives; and be it further
RESOLVED, That the members of the commission serve without
compensation but be reimbursed for all necessary and reasonable
expenses incurred in the performance of their duties; and be it
further
RESOLVED, That reasonable expenses incurred by the commission

be equally divided between the Senate and the House of
Representatives; and be it further
RESOLVED, That the approval of the President pro tempore of
the Senate and the Speaker of the House of Representatives be
required to preauthorize all proposed actions of the commission
which will entail the expenditure of State funds and approve all
expenditures, including expense reimbursement requests of
commission members, prior to payment.
