AN ACT
Amending Title 27 (Environmental Resources) of the Pennsylvania
Consolidated Statutes, providing for emerging technologies.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 27 of the Pennsylvania Consolidated
Statutes is amended by adding a chapter to read:

EMERGING TECHNOLOGIES
Sec.
4301. Definitions.
4302. Duties of department.
§ 4301. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Cryptocurrency." Digital currency designed to work as a
medium of exchange through a computer network that is not
reliant on any central authority, such as a government or bank,

to uphold or maintain the digital currency.
"Department." The Department of Environmental Protection of
the Commonwealth.
"Emerging technologies." Any of the following types of
technologies that are used for, or are interrelated with, new
innovations, including, but not limited to, cryptocurrency, for
which the department promulgates regulations or has
authorization to issue permits:
(1) Technical innovations with progressive developments
within a field for competitive advantage.
(2) Previously distinct fields that are in some way
moving towards stronger interconnection and similar goals.
§ 4302. Duties of department.
Each application for a permit related to an emerging
technology shall be processed in the department's central office
in Harrisburg.
Section 2. This act shall take effect in 60 days.
