A RESOLUTION
Urging the Congress of the United States to condemn the actions
of the military of the Russian Federation in Ukraine and
express support for the Ukrainian people fleeing violence
inflicted by the Russian military.
WHEREAS, The Russian invasion of Ukraine began on February
24, 2022; and
WHEREAS, Russian military action against the people of
Ukraine has included indiscriminate attacks against civilian
neighborhoods and infrastructure; and
WHEREAS, The Russian military conducted an airstrike on a
theater in the city of Mariupol, Ukraine, in which hundreds of
civilians were known to be sheltering, killing hundreds of the
people inside; and
WHEREAS, The Russian military recklessly attacked
infrastructure connected to the Chernobyl Nuclear Power Plant,
an action which threatened to cause a severe nuclear incident
and fallout; and
WHEREAS, The Russian military withdrawal from the city of

Bucha, Ukraine, revealed evidence of the torture and execution
of civilians, including women and children; and
WHEREAS, It has been reported that the Russian military has
used chemical weapons against civilian and military targets in
the city of Mariupol; and
WHEREAS, As of April 2, 2022, the United Nations High
Commissioner for Human Rights has recorded the killings of 1,417
civilians, including 121 children, and the injuring of an
additional 2,038 civilians; and
WHEREAS, As of April 12, 2022, the violence committed against
civilians by the Russian military has caused more than 7 million
Ukrainians to flee their homes and nearly 5 million to flee the
country; and
WHEREAS, The refugees include nearly two-thirds of Ukrainian
children, with a total of nearly 5 million children having been
forced to flee their homes; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States to condemn the actions of the military of the Russian
Federation in Ukraine and express support for the Ukrainian
people fleeing violence inflicted by the Russian military; and
be it further
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States to call for the investigation and prosecution of war
crimes by the Russian Federation committed against the people of
Ukraine; and be it further
RESOLVED, That a copy of this resolution be transmitted to
the following:
(1) The President of the United States.
