AN ACT
Amending Title 58 (Oil and Gas) of the Pennsylvania Consolidated
Statutes, in development, further providing for well
reporting requirements.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 3222 of Title 58 of the Pennsylvania
Consolidated Statutes is amended by adding a subsection to read:
ยง 3222. Well reporting requirements.

(e) Community and public resource impact.--
(1) A well operator shall annually report the following
information relating to its natural gas operations in
unconventional formations to the department:
(i) The amount that the well operator has expended
or agreed to pay for temporary water supplies for
residents and others affected by the operations.
(ii) The impact of the operations on infrastructure
and public resources, including the following:

(A) Publicly owned parks, forests, game lands
and wildlife areas.
(B) National or State scenic rivers.
(C) National natural landmarks.
(D) Habitats of rare and endangered flora and
fauna and other critical communities.
(E) Historical and archaeological sites listed
on the Federal or State list of historic places.
(F) Sources used for public drinking supplies.
(G) Drainage systems.
(H) Energy facilities which generate and
distribute power.
(I) Sewer systems.
(J) Transportation facilities, including roads,
bridges and rails.
(K) Water supply facilities.
(iii) Hydrogeological data collected by the well
operator.
(iv) The number of nondisclosure agreements that the
well operator has signed with individuals.
(2) The initial report shall include the information
required under paragraph (1) for calendar years 2012 through
2021.
(3) The department shall make reports under this
subsection available on the department's publicly accessible
Internet website.
Section 2. This act shall take effect in 60 days.
