AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in terms and courses of study,
providing for supplemental mathematics program for grades
kindergarten through five.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 1555. Supplemental Mathematics Program for Grades
Kindergarten Through Five.--(a) Beginning with the 2022-2023
school year, the department shall select a mathematics program
for kindergarten through fifth grade learners that meets the
following qualifications:
(1) demonstrates experience in teaching mathematics;
(2) functions as a flexible supplemental resource; and

(3) provides a mathematics program designed to:
(i) strengthens fact fluency, automaticity, computational
thinking and other critical skill in mathematics; and
(ii) includes in-class demonstration, modeling and coaching
support to assist all students in meeting grade-level
mathematics in accordance with the State academic standards
approved by the State Board of Education.
(b) The department shall upload the mathematics program on
its publicly accessible Internet website for a school entity,
nonpublic school and home education supervisor to voluntarily
download and administer the program to students. The department
may not charge a fee for the mathematics program.
(c) The department shall establish criteria by which a
school can measure mathematics outcomes.
(d) The department shall report to the General Assembly each
July 1 of the next year the number of school entities, nonpublic
schools and home education supervisors that voluntarily
downloaded the program.
(e) As used in this section, the following words and phrases
shall have the meanings given to them in this subsection unless
the context clearly indicates otherwise:
"Department." The Department of Education of the
Commonwealth.
"Nonpublic school." As defined in section 922.1-A.
"Program." A mathematics program for kindergarten through
fifth grade learners that:
(1) demonstrates experience in teaching mathematics;
(2) functions as a flexible supplemental resource; and
(3) provides a mathematics program designed to:
(i) strengthens fact fluency, automaticity, computational

thinking and other critical skill in mathematics; and
(ii) includes in-class demonstration, modeling and coaching
support to assist all students in meeting grade-level
mathematics in accordance with the State academic standards
approved by the State Board of Education.
"School entity." A school district, intermediate unit,
charter school, cyber charter school or regional charter school.
Section 2. This act shall take effect immediately.
