AN ACT
Amending Title 12 (Commerce and Trade) of the Pennsylvania
Consolidated Statutes, in goods and services installment
sales, further providing for prohibited activities and
provisions.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 6305 of Title 12 of the Pennsylvania
Consolidated Statutes is amended by adding a subsection to read:
ยง 6305. Prohibited activities and provisions.

(c) Financing of dogs or cats.--A seller or holder may not
enter into a closed-end credit agreement or an open-end credit
agreement with a buyer for the purchase of a dog or cat. Subject
to the penalties imposed under Subchapter E (relating to
enforcement and penalties), a seller or holder may not collect,
receive or retain any fees relating to an agreement prohibited
under this subsection . A buyer who receives financing to
purchase a dog or cat and who obtains physical custody or

possession of the dog or cat shall obtain legal ownership of the
dog or cat at the time of taking physical custody or possession.
This subsection shall not apply to a closed-end credit agreement
or an open-end credit agreement entered into before the
effective date of this subsection.
Section 2. This act shall take effect in 60 days.
