AN ACT
Amending Title 44 (Law and Justice) of the Pennsylvania
Consolidated Statutes, providing for reduction of local
police services.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Title 44 of the Pennsylvania Consolidated
Statutes is amended by adding a chapter to read:

REDUCTION OF LOCAL POLICE SERVICES

2501. Scope of chapter.
2502. Definitions.
2503. Fee for reduction of local police services.
2504. Allocation of money.
§ 2501. Scope of chapter.
This chapter relates to reduction of local police services.
§ 2502. Definitions.
The following words and phrases when used in this chapter
shall have the meanings given to them in this section unless the

context clearly indicates otherwise:
"State Police." The Pennsylvania State Police.
§ 2503. Fee for reduction of local police services.
(a) Reduction of local police services.--In any given year,
a municipality that reduces the municipality's budget allocation
for police services by 25% or more from the prior calendar year
must pay to the Commonwealth an amount equal to the reduction in
the municipality's budget allocation for police services.
(b) Elimination of local police services.--In any given
year, a municipality that eliminates the municipality's police
services from the prior calendar year must pay to the
Commonwealth an amount equal to the municipality's most recent
police budget allocation.
(c) Regulations.--Regulations under the act of July 10, 1987
(P.L.246, No.47), known as the Municipalities Financial Recovery
Act, shall apply to municipalities classified as distressed.
§ 2504. Allocation of money.
Money collected under section 2503 (relating to fee for
reduction of local police services) shall be deposited into the
General Fund and shall be used exclusively to defray the cost of
State Police operations.
Section 2. This act shall take effect July 1, 2022, or
immediately, whichever is later.
