AN ACT
Amending the act of April 9, 1929 (P.L.177, No.175), entitled
"An act providing for and reorganizing the conduct of the
executive and administrative work of the Commonwealth by the
Executive Department thereof and the administrative
departments, boards, commissions, and officers thereof,
including the boards of trustees of State Normal Schools, or
Teachers Colleges; abolishing, creating, reorganizing or
authorizing the reorganization of certain administrative
departments, boards, and commissions; defining the powers and
duties of the Governor and other executive and administrative
officers, and of the several administrative departments,
boards, commissions, and officers; fixing the salaries of the
Governor, Lieutenant Governor, and certain other executive
and administrative officers; providing for the appointment of
certain administrative officers, and of all deputies and
other assistants and employes in certain departments, boards,
and commissions; providing for judicial administration; and
prescribing the manner in which the number and compensation
of the deputies and all other assistants and employes of
certain departments, boards and commissions shall be
determined," in United States Semiquincentennial, providing
for infrastructure improvements and projects.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of April 9, 1929 (P.L.177, No.175), known

as The Administrative Code of 1929, is amended by adding a
section to read:
Section 2808.1-I. Infrastructure improvements and projects.
(a) Committee.--A committee is established within the
commission to review and select infrastructure improvements and
projects under section 2807-I(2).
(b) Membership.--The following shall apply:
(1) The committee shall consist of the following
members:
(i) Ten members of the Senate, of whom:
(A) Five shall be appointed by the Majority
Leader of the Senate.
(B) Five shall be appointed by the Minority
Leader of the Senate.
(ii) Ten members of the House of Representatives, of
whom:
(A) Five shall be appointed by the Speaker of
the House of Representatives.
(B) Five shall be appointed by the Minority
Leader of the House of Representatives.
(2) To the extent possible, each member under paragraph
(1) shall be chosen in accordance with the following
guidelines:
(i) one member from each political party from the
southeastern region;
(ii) one member from each political party from the
northeastern region;
(iii) one member from each political party from the
Northern Tier or central region;
(iv) one member from each political party from the

northwestern region; and
(v) one member from each political party from the
western or southwestern region.
(3) Section 2814-I shall apply to members of the
committee.
(c) Selection process.--The committee shall:
(1) Meet within 30 days of the effective date of this
section to schedule a series of meetings and hearings in each
geographic region.
(2) Choose infrastructure improvements and projects in
each region that shall be completed by January 31, 2026. The
following shall apply:
(i) Each infrastructure improvement or project shall
be a legacy project that allows each region to secure
funding for one or multiple improvements or projects that
help the region welcome the rest of the nation and the
world to this Commonwealth during the United States
Semiquincentennial .
(ii) The committee shall approve infrastructure
improvements and projects that have a lasting legacy for
future generations of Pennsylvanians.
(3) Consider infrastructure improvements and projects
that will be funded by Federal infrastructure dollars.
(4) Complete the selection of infrastructure
improvements and projects by December 31, 2022.
(5) Inform the public of merit-worthy infrastructure
improvements and projects through a series of public
hearings, with at least two public hearings in each region.
The hearings shall provide an opportunity for stakeholders,
including nonprofit organizations, art and history

organizations, religious leaders, elected officials, civic
leaders and members of the community, to identify
infrastructure improvements and projects that will best
position the region for the United States Semiquincentennial .
(6) For purposes of this subsection, the term
"geographic region" means a region of this Commonwealth in
which members are selected under subsection (b)(2).
Section 2. This act shall take effect in 60 days.
