AN ACT
Providing for the designation of the lawn of the Speaker K.
Leroy Irvis Office Building within the Pennsylvania State
Capitol Complex in Harrisburg as the "Irvis Equality Circle."
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Purposes.
The purposes of this act are to celebrate:
(1) The 151st anniversary of the ratification of the
15th Amendment to the Constitution of the United States,
which was ratified on February 3, 1870, and which prohibits
the Federal Government and any state from denying a citizen
the right to vote on the basis of race, color or previous
condition of servitude.
(2) The 101st anniversary of the ratification of the
19th Amendment to the Constitution of the United States,
which was ratified August 18, 1920, and which prohibits the
Federal Government and any state from denying a citizen the

right to vote on the basis of sex.
(3) The contributions and history of the Historic 8th
Ward of Harrisburg, where the Pennsylvania State Capitol
Complex currently is located and which was a major site
during the process of ratification of the 15th Amendment by
the Commonwealth.
(4) The right of citizens of the United States to vote,
which may not be denied or abridged by the United States or
by any state on account of race, color, previous condition of
servitude or sex.
Section 2. Designation of "Irvis Equality Circle."
The lawn of the Speaker K. Leroy Irvis Office Building within
the Pennsylvania State Capitol Complex in Harrisburg is
designated, and shall be referred to as the "Irvis Equality
Circle."
Section 3. Effective date.
This act shall take effect immediately.
