A RESOLUTION
Designating December 18, 2019, as "Second Gulf War Veterans Day"
in Pennsylvania.
WHEREAS, The House of Representatives honors and remembers
the service and sacrifice of military personnel on behalf of our
nation and our allies during the Second Gulf War; and
WHEREAS, The House of Representatives respectfully
acknowledges the service and sacrifice of military personnel who
maintain our nation's presence in Iraq; and
WHEREAS, On March 19, 2003, President George W. Bush
announced the launch of combat operations; and
WHEREAS, Operation Iraqi Freedom, conducted to end Saddam
Hussein's dictatorship and facilitate a representative
government, followed Saddam's rejection of exile; and
WHEREAS, Saddam Hussein surrendered to United States forces
on December 13, 2003, when captured near Tikrit, Iraq, during
Operation Red Dawn; and

WHEREAS, Saddam Hussein was executed on December 30, 2006,
for crimes against humanity; and
WHEREAS, Iraq's transition to self-governance included the
election of a 275-member Iraqi National Assembly; and
WHEREAS, A 2008 agreement provided for withdrawal of troops
by 2011; and
WHEREAS, The last member of the United States Armed Forces
left Iraq on December 18, 2011; and
WHEREAS, Since the beginning of Operation Iraqi Freedom, 2.5
million Americans have served in Iraq; and
WHEREAS, More than 4,000 United States servicepersons,
including 197 from this Commonwealth, lost their lives; and
WHEREAS, More than 32,000 servicepersons were wounded; and
WHEREAS, As the War on Terror continues, the United States
has seven military bases, with approximately 5,500 members and
advisors of Special Operations units, in Iraq; therefore be it
RESOLVED, That the House of Representatives designate
December 18, 2019, as "Second Gulf War Veterans Day" in
Pennsylvania.
