AN ACT
Amending Title 75 (Vehicles) of the Pennsylvania Consolidated
Statutes, in licensing of drivers, further providing for
determination of incompetency.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Section 1519 of Title 75 of the Pennsylvania
Consolidated Statutes is amended by adding a subsection to read:
ยง 1519. Determination of incompetency.

(d) Vehicle lease termination on incompetency.--A vehicle
lessee that entered into a vehicle lease after the effective
date of this subsection shall not be liable for early
termination fees or the remainder of vehicle lease payments if
the vehicle lessee's operating privileges have been suspended or
recalled under this section. The vehicle lessee must return the
vehicle to the individual or entity that the vehicle was leased
from and provide notice from the department of suspension or

recall of the vehicle lessee's operating privilege.
Section 2. All regulations and parts of regulations are
abrogated to the extent of any inconsistency with the provisions
of this act.
Section 3. This act shall take effect in 60 days.
