AN ACT
Amending Titles 42 (Judiciary and Judicial Procedure) and 44
(Law and Justice) of the Pennsylvania Consolidated Statutes,
in governance of the system, further providing for
establishment of fees and charges and for costs; and
establishing the Police Data Sharing System Program and the
Police Data Sharing System Program Account.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Sections 1725 and 1725.1 of Title 42 of the
Pennsylvania Consolidated Statutes are amended by adding
subsections to read:
§ 1725. Establishment of fees and charges.

(c.1) Additional fee.--For actions subject to subsection (c)
(3)(ii) and (iv) involving more than $8,000, an additional fee
of $22 shall be levied. A fee received by the prothonotary under
this subsection shall be paid to the Commonwealth and deposited
in the restricted account established under 44 Pa.C.S. § 5502(b)
(relating to Police Data Sharing System Program).

(a.2) Additional fee.--For actions subject to subsection (a)
(4) and (7) involving more than $8,000, an additional fee of
$44.50 shall be levied and deposited in the restricted account
established under 44 Pa.C.S. § 5502(b) (relating to Police Data
Sharing System Program). The additional fee under this
subsection may not be exempt from the provisions of 42 Pa.C.S. §
3733(a) (relating to deposits into account).

Section 2. Title 44 is amended by adding a chapter to read:

§ 5502. Police Data Sharing System Program.
(a) Program established.--There is established within the
Office of Attorney General a program to be known as the Police
Data Sharing System Program. The program shall provide funding
to support an information technology system available to police
departments in this Commonwealth to connect local police record
management systems and computer-aided dispatch systems to share
incident data among users.
(b) Restricted account.--The Police Data Sharing System
Program Account is established as a restricted account within
the General Fund. Money in the restricted account may only be
expended for the purpose of implementing the program under

subsection (a) upon appropriation by the General Assembly.
(c) Transfer.--No later than July 1, 2020, the Pennsylvania
Commission on Crime and Delinquency shall transfer or assign to
the Office of Attorney General any contracts, documents,
electronic files, software or other assets relating to a
Commonwealth-wide information technology system that connects
local police record management systems and computer-aided
dispatch systems to share incident data among users.
Section 3. This act shall take effect in 60 days.
