A RESOLUTION
Designating the week of October 21 through 27, 2018, as "Teen
Driver Safety Week" in Pennsylvania.
WHEREAS, "Teen Driver Safety Week" is recognized across the
United States to raise awareness and importance of teen driver
safety; and
WHEREAS, Motor vehicle crashes are the leading cause of death
for teens 15 to 18 years of age in the United States, ahead of
all other types of injury, disease or violence; and
WHEREAS, In 2017, there were 40 fatalities involving teens
16 to 17 years of age and 36,158 young drivers 16 to 20 years of
age were involved in reportable crashes on this Commonwealth's
roadways; and
WHEREAS, "Teen Driver Safety Week" provides a great
opportunity for parents and other caregivers to start, and
hopefully continue, having conversations with teens about the
importance of driving safely; and

WHEREAS, Parents and other caregivers have the biggest impact
on teens' choices behind the wheel if they take the time to talk
to teens about some of the biggest driving risks, including
alcohol and drugs, seat belts, distracted driving, speeding,
passenger safety and drowsy driving; and
WHEREAS, Teens must understand that driving is a privilege,
not a right, and it must always be taken seriously; and
WHEREAS, In 2011, the General Assembly advanced significant
legislation known as Pennsylvania's Graduated Driver Licensing
Law, which is proven to cut motor vehicle crashes among teen
drivers by 20% to 40%; and
WHEREAS, The General Assembly should review additional
legislation and policy to reverse the trend on motor vehicle
crashes among teen drivers; therefore be it
RESOLVED, That the Senate designate the week of October 21
through 27, 2018, as "Teen Driver Safety Week" in Pennsylvania;
and be it further
RESOLVED, That the Senate urge all teen drivers in this
Commonwealth to utilize safe driving practices and to obey the
rules of the road.
