A RESOLUTION
Designating the month of November 2018 as "Reflex Sympathetic
Dystrophy Syndrome Month" in Pennsylvania.
WHEREAS, Reflex sympathetic dystrophy syndrome (RSD) is a
chronic, progressive neurological pain disorder that generally
starts in a limb; and
WHEREAS, RSD affects nerves, skin, soft tissue, bones and
blood supply; and
WHEREAS, Constant and intense burning pain, limited mobility,
swelling and inflammation are associated with RSD; and
WHEREAS, Excessive sweating, constriction or dilation of
blood vessels, muscle spasms, extreme sensitivity to touch, skin
changes, insomnia and emotional disturbance variably occur as
RSD progresses; and
WHEREAS, RSD often stems from trauma, injury, surgery or
serious infection but is known to occur in the absence of
definable injury; and
WHEREAS, RSD-induced pain and dysfunction are

disproportionate to any triggering injury or event; and
WHEREAS, RSD is clinically referred to as complex regional
pain syndrome (CRPS) type I; and
WHEREAS, Tissue injury without underlying nerve injury is a
common precursor for RSD/CRPS-I; and
WHEREAS, Distinct nerve injury, especially injury caused by
high-velocity impact, is a common precursor for RSD/CRPS type
II; and
WHEREAS, RSD/CRPS-II was renamed from causalgia, the term
designated by a military physician during the Civil War to
describe the persistent burning pain and hypersensitivity
reported among wounded soldiers; and
WHEREAS, Late diagnosis and treatment of RSD can result in
significant psychosocial consequences and permanent disability;
and
WHEREAS, Timely and aggressive coordinated care aims to
mediate pain, improve range of motion, restore function,
normalize sensation and induce remission in affected
individuals; therefore be it
RESOLVED, That the Senate designate the month of November
2018 as "Reflex Sympathetic Dystrophy Syndrome Month" in
Pennsylvania.
