AN ACT
Amending the act of March 10, 1949 (P.L.30, No.14), entitled "An
act relating to the public school system, including certain
provisions applicable as well to private and parochial
schools; amending, revising, consolidating and changing the
laws relating thereto," in grounds and buildings, providing
for prohibition on reimbursement.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of March 10, 1949 (P.L.30, No.14), known
as the Public School Code of 1949, is amended by adding a
section to read:
Section 780.1. Prohibition on Reimbursement.--(a) If the
scope of a public school building construction or reconstruction
project does not include minimum baseline school building safety
features as determined by the Statewide School Safety
Commission, the public school shall not be eligible to receive
State reimbursement for the construction or reconstruction of a
public school building.
(b) The Statewide School Safety Commission shall make
recommendations on baseline safety features for school buildings

in this Commonwealth.
(c) The Department of Education shall have thirty (30) days
after the receipt of a construction or reconstruction project
application to approve or disapprove the application.
Section 2. The addition of section 780.1 of the act shall
apply to construction or reconstruction project applications
received by the Department of Education after the effective date
of this act.
Section 3. This act shall take effect in 90 days.
