A RESOLUTION
Recognizing the Midd-West School District on achieving model
school status for its outstanding implementation of the PATHS
program.
WHEREAS, Promoting Alternative THinking Strategies (PATHS) is
a comprehensive program for promoting emotional and social
competencies and reducing aggression and behavioral problems in
elementary school-aged children while simultaneously enhancing
the educational process in the classroom; and
WHEREAS, PATHS Education Worldwide announced that Midd-West
School District has achieved model school status for its
outstanding implementation of the PATHS program; and
WHEREAS, PATHS is the most researched social and emotional
learning program in the world and has been implemented in 35
countries; and
WHEREAS, The PATHS program is a skill-based program to
prevent aggression and promote well-being; and
WHEREAS, The PATHS program has proven in multiple studies to

help students to improve social competence and school engagement
resulting in both academic and social gains; and
WHEREAS, The cost-benefit analysis conducted by the
Washington Institute of Public Policy estimates that for each $1
that a community spends to implement the PATHS program, the
community receives a return of $21.24 as a result of the
positive program outcomes on both behavior and learning; and
WHEREAS, Dorothy Morelli, the CEO of PATHS Education
Worldwide, noted that the "Midd-West School District has
garnered this international award by mastering the PATHS
Education Worldwide benchmarks. Reaching these benchmarks
demonstrates exceptional use of the program not only in the
classroom but also improving the school culture and engaging
parents. We applaud the school's administrators and teachers for
the exceptional goal they have accomplished to implement the
program with fidelity."; and
WHEREAS, The ceremony for the model school plaque
presentation occurred in Chicago on May 3, 2018, at the PATHS
Education Worldwide International PATHS Conference, with seven
countries represented during the conference; and
WHEREAS, The Midd-West School District was able to implement
the PATHS program with grant funding provided by the
Pennsylvania Commission on Crime and Delinquency; and
WHEREAS, The Midd-West School District merits distinction and
praise for implementing the PATHS program with an excellent
level of fidelity and for exceeding expectations in multiple
areas; and
WHEREAS, The program developed by Midd-West School District
adheres to the PATHS model and can serve as a basis for others
desiring to implement the PATHS program; and

WHEREAS, Through the PATHS program, the Midd-West School
District is achieving all required deliverables and is expected
to produce positive future outcomes resulting from the
implementation of the PATHS program; and
WHEREAS, The Midd-West School District has embraced the PATHS
philosophy and remains committed to implementation, which has
resulted in its excellent performance in integrating PATHS into
all subject areas as well as with positive behavioral
interventions and supports; therefore be it
RESOLVED, That the House of Representatives recognize the
Midd-West School District on achieving model school status for
its outstanding implementation of the PATHS program; and be it
further
RESOLVED, That the House of Representatives congratulate
Midd-West School District and its administrators and teachers on
improving school culture and engaging parents in successfully
reaching benchmarks under the PATHS program.
