WHEREAS, There is a need for developing a nationwide
reciprocal program to share information of public assistance
applicants, including, but not limited to, the establishment of
residency rules and regulations, and coordination of information
for the enforcement of the one-state residency requirement; and
WHEREAS, Cooperative effort and mutual assistance on the part
of states offers the greatest hope of satisfactorily dealing
with this national problem; therefore be it
RESOLVED, That the House of Representatives of the
Commonwealth of Pennsylvania urge the Congress of the United
States to grant consent to several states to negotiate and enter
into compacts for the purpose of establishing the residency
verification interstate compact; and be it further
RESOLVED, That the House of Representatives note that the
cooperative effort and mutual assistance in the establishment
and carrying out of the administration of public assistance,
including, but not limited to, the enactment of uniform laws
requiring specific information to be shared between states to
verify residency of applicants, will be beneficial to both the
states and the recipients; and be it further
RESOLVED, That the House of Representatives urge the Governor
to enter into and execute agreements or compacts with other
states to verify residency of public assistance applicants and
recipients; and be it further
RESOLVED, That copies of this resolution be transmitted to
the Office of the Governor, the presiding officers of each house
of Congress and each member of Congress from Pennsylvania.
