WHEREAS, The use of automation, robots and artificial
intelligence will have an impact on the modern work force
similar to that of the 19th-century Industrial Revolution on the
agricultural work force; and
WHEREAS, The greatest impact of the loss of jobs in the
United States is likely to be felt by those holding and seeking
middle-skilled jobs; and
WHEREAS, Opportunities exist to use this technological
revolution to encourage entrepreneurship and new economies; and
WHEREAS, Government plays a significant role in not only
understanding the opportunities created by the use of robots,
automation and artificial intelligence but also positively
working to avoid a displaced work force and ensuring that
residents of this Commonwealth have opportunities to access
training and education in a new technology-based economy;
therefore be it
RESOLVED, That the Legislative Budget and Finance Committee
conduct a comprehensive study of the effects of the use of
robots, automation and artificial intelligence on the work force
and economy of this Commonwealth; and be it further
RESOLVED, That the Legislative Budget and Finance Committee
review the opportunities and challenges presented by the use of
robots, automation and artificial intelligence, specifically
focusing on the economic impact of their use, potential issues
related to unemployment and displaced workers, changing work
force needs and the development of educational opportunities in
this Commonwealth; and be it further
RESOLVED, That the Legislative Budget and Finance Committee
submit a report of its findings to the House of Representatives
by December 31, 2018.
