A RESOLUTION
Designating the week of June 4 through 10, 2017, as "Parental
Alienation and Hostile Aggressive Parenting Awareness Week"
in Pennsylvania.
WHEREAS, "Parental Alienation and Hostile Aggressive
Parenting Awareness Week" is a Statewide effort aimed at raising
greater awareness about the adverse effects that parental
alienation and hostile aggressive parenting has on both the
psychological and emotional welfare of children; and
WHEREAS, Parental alienation (PA) is the process and result
of the psychological manipulation of a child into showing
unwarranted fear, disrespect or hostility toward a targeted
parent or other family member; and
WHEREAS, PA involves the programming of a child to align with
the favored parent as a means to meet emotional and
psychological needs; and
WHEREAS, The narcissistic or self-centered parent
manipulatively uses conditional displays of affection with

conditional displays of hostile rejection to coerce the child
into severing contact with the other parent; and
WHEREAS, The pathology of PA is a form of emotional and
psychological domestic violence whereby a narcissistic or self-
centered spouse or ex-spouse uses the child or children as a
weapon to inflict emotional trauma on the other spouse for any
perceived grievances; and
WHEREAS, PA represents a form of psychological child abuse
and is deserving of an appropriate child protection response;
and
WHEREAS, Parental alienation syndrome (PAS) is an abnormal
psychological condition most often observed in children affected
by high-conflict divorce or separation or during custody
modifications and is the result of exposure to hostile
aggressive parenting (HAP); and
WHEREAS, HAP is a general pattern of behavior, manipulation,
actions or decision-making of a person that either directly or
indirectly creates undue difficulties or interference in the
relationship between a child and the other parent; and
WHEREAS, HAP is not only limited to parents, but can also
apply to grandparents, extended family members or any other
person or agency having some control or influence over the
child; and
WHEREAS, A child reserves the basic and inherent right to be
a part of each parent's lives as each parent plays a vitally
important and integral role in the child's life; and
WHEREAS, Children should not be used as either weapons or
pawns; and
WHEREAS, Children should be provided with the mental and
emotional ability to love both parents and to be able to receive

the love of both parents in return; and
WHEREAS, The Administrative Office of Pennsylvania Courts
(AOPC) is urged to offer nationally certified educational
information about the effects of PA and HAP as part of its
Judicial Education curriculum to be readily accessed by our
Commonwealth's family court judges; and
WHEREAS, Additional awareness about the issues of PA and HAP
will have a tremendous impact of both ending the abuse of
innocent children caught in the crossfire of spousal conflict
and edifying the minds of our Commonwealth's working-class
professionals, including judges, lawyers, psychiatrists,
teachers, and police officers, and the general populace; and
WHEREAS, In December 2005, the first "Parental Alienation and
Hostile Aggressive Parenting Awareness Day" was launched by
Sarvy Emo, a friend of a parent who was undergoing the effects
of PA and HAP; and
WHEREAS, In August 2006, Sarvy Emo, Robin Denison and Neil
Vercoe established the Parental Alienation Awareness
Organization (PASO) for the purpose of bringing education and
awareness to the issues of PA and HAP; and
WHEREAS, April 25, 2017, marked the 10th annual observance of
"Parental Alienation and Hostile Aggressive Parenting Awareness
Day," which was recognized both nationally and within this
Commonwealth; therefore be it
RESOLVED, That the House of Representatives designate the
week of June 4 through 10, 2017, as "Parental Alienation and
Hostile Aggressive Parenting Awareness Week" in Pennsylvania;
and be it further
RESOLVED, That the House of Representatives encourage all
Pennsylvanians to learn more about the concept and the adverse
