INTRODUCED AS NONCONTROVERSIAL RESOLUTION UNDER RULE 35,
MARCH 2, 2017
A RESOLUTION
Designating March 13, 2017, as "K9 Veterans and Services Day" in
Pennsylvania.
WHEREAS, Throughout the history of this Commonwealth and the
nation, thousands of dogs and their handlers, trainers and other
helpers have served in the military, law enforcement and various
capacities with honor, dignity and valor to protect life,
liberty and property; and
WHEREAS, To this day, military, law enforcement and other
working dogs with their handlers, trainers and other helpers
continue to serve on both land and sea with honor, dignity and
valor in this Commonwealth, the nation and abroad; and
WHEREAS, The official United States K9 Corps was created on
March 13, 1942, for service in World War II and beyond; and
WHEREAS, Joseph J. White, a retired military working dog
handler, established "K9 Veterans Day" on March 13 each year to

raise awareness throughout the country and to recognize the
important services provided by dogs and their trainers, handlers
and other helpers in the military, law enforcement and other
various groups to save and protect human life; and
WHEREAS, Many residents of this Commonwealth have
participated in and continue to actively participate in and
engage in K9 training and operational activities to protect
lives and property through the military, law enforcement and
other various groups; and
WHEREAS, K9 services now include dogs and their handlers,
trainers and other helpers involved in customs, search and
rescue, border patrol, police services, secret service, drug
enforcement and many other capacities, all of which deserve
recognition as well as military working dogs for saving and
protecting our way of life in this Commonwealth and the nation
due to the current war on terror and efforts to stop and fight
crime; and
WHEREAS, The military, law enforcement and many other
government agencies and groups have recognized K9 dogs as being
loyal, loving, devoted and known for placing themselves in
harm's way to make the ultimate sacrifice and lay down their
lives for their partners, handlers, trainers and other helpers;
therefore be it
RESOLVED, That the House of Representatives designate March
13, 2017, as "K9 Veterans and Services Day" in Pennsylvania to
acknowledge, support and express gratitude for the assistance
and security provided by dogs and their trainers, handlers and
other helpers in the military, law enforcement and other various
services geared toward protecting life and property in this
Commonwealth and the nation; and be it further

RESOLVED, That the House of Representatives urge all
governmental agencies and other groups that have used and
continue to use K9 services to make efforts on March 13, 2017,
to recognize and appreciate the protection and assistance that
such services provide to this Commonwealth and the nation.
