AN ACT
Amending the act of May 15, 1945 (P.L.547, No.217), entitled "An
act relating to the conservation of soil, water and related
natural resources and land use practices contributing to soil
wastage and soil erosion; providing for the organization of
the various counties into conservation districts; the
appointment of their officers and employes; and prescribing
their powers and duties; creating the State Conservation
Commission in the Department of Environmental Resources and
fixing its powers and duties relative to the administration
of this act; providing financial and legal assistance to such
conservation districts and the commission; and authorizing
county governing bodies to make appropriations thereto;
providing for disposition and operation of existing
districts; and repealing existing laws," providing for
legislative report.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. The act of May 15, 1945 (P.L.547, No.217), known
as the Conservation District Law, is amended by adding a section
to read:
Section 14.1. Legislative Report.--By March 1, 2019, and by
March 1 of each year thereafter, the commission shall submit a
report to the General Assembly. The report shall include, but
not be limited to, the following information:

(1) An overview of the commission summarizing the
commission's staffing, operations, program activities, sources
of funding and a detailed accounting of how funding is used.
(2) The amount of money allocated to each conservation
district.
(3) The number, by each level, of certified commercial
manure haulers and brokers and the amount of certification and
examination fees collected.
(4) A project work summary, including program statistics, of
the dirt, gravel and low-volume road maintenance program under
75 Pa.C.S. § 9106 (relating to dirt, gravel and low-volume road
maintenance).
(5) A summary of activities under the leadership development
program established to train conservation district directors and
staff in Pennsylvania, including funding received and allocated.
(6) A summary of the nutrient and odor management program
under 3 Pa.C.S. Ch. 5 (relating to nutrient management and odor
management), including program statistics.
(7) A summary of the nutrient management and odor management
certification programs established under 3 Pa.C.S. § 508
(relating to nutrient management certification program and odor
management certification program), including numbers of persons
certified by type and the amount of certification and
examination fees collected.
(8) A summary of the projects receiving resource enhancement
and protection tax credits, along with the number of tax credits
awarded, under Article XVII-E of the act of March 4, 1971
(P.L.6, No.2), known as the "Tax Reform Code of 1971."
Section 2. This act shall take effect in 60 days.
