AN ACT
Designating a bridge at the junction of State Route 150 and
State Route 64 over Fishing Creek in Mill Hall Borough,
Clinton County, as the U.S. Navy SOC David M. Collins
Veterans Memorial Bridge.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. U.S. Navy SOC David M. Collins Veterans Memorial
Bridge.
(a) Findings.--The General Assembly finds and declares as
follows:
(1) Bald Eagle Township and Mill Hall Borough wish to
honor a fallen soldier of Clinton County who served our
nation in the armed forces.
(2) David M. Collins was born on March 3, 1969, and was
raised in Lock Haven.
(3) After graduating from Lock Haven High School in
1988, he enlisted in the United States Navy.
(4) Over the course of his career, Chief Petty Officer

David M. Collins completed deployments to South America, Iraq
and Afghanistan, having served in the first Gulf War, the
Iraq War and Operation Enduring Freedom.
(5) Chief Petty Officer David M. Collins' personal
awards and decorations include a Bronze Star Medal, Joint
Service Commendation Medal, Navy and Marine Corps
Commendation Medal with Valor, Army Commendation Medal, Navy
and Marine Corps Achievement Medal, Combat Action Ribbon,
eight Navy Good Conduct Medals and numerous service and
campaign awards.
(6) After 25 years of service, Chief Petty Officer David
M. Collins retired in September 2012 from the United States
Navy.
(7) Upon retirement, Chief Petty Officer David M.
Collins worked for Blackbird Technologies.
(8) On March 12, 2014, at age 45, Chief Petty Officer
David M. Collins passed away in Virginia Beach, Virginia.
(9) Chief Petty Officer David M. Collins is survived by
his wife, Jennifer M. Collins, children, Grace and Samuel
Collins, mother, Rose Ann McNerney, sister, Lari Ann Collins,
and brother, Thomas Collins.
(b) Designation.--The bridge located at the junction of
State Route 150 and State Route 64 over Fishing Creek in Mill
Hall Borough, Clinton County, is designated the U.S. Navy SOC
David M. Collins Veterans Memorial Bridge.
(c) Signs.--The Department of Transportation shall erect and
maintain appropriate signs displaying the name of the bridge to
traffic in both directions on the bridge.
Section 2. Effective date.
This act shall take effect in 60 days.
