AN ACT
Providing for continuing education credit for training related
to mental health issues.
The General Assembly of the Commonwealth of Pennsylvania
hereby enacts as follows:
Section 1. Short title.
This act shall be known and may be cited as the Mental Health
First Aid Training Act.
Section 2. Definitions.
The following words and phrases when used in this act shall
have the meanings given to them in this section unless the
context clearly indicates otherwise:
"Licensing board." A departmental or administrative board
under the Bureau of Professional and Occupational Affairs in the
Department of State of the Commonwealth.
"Licensing commission." A departmental or administrative
commission under the Bureau of Professional and Occupational
Affairs in the Department of State of the Commonwealth.
"Mental Health First Aid USA." An education course managed,

operated and disseminated by the National Council for Community
Behavioral Healthcare, the Maryland Department of Health and
Mental Hygiene and the Missouri Department of Mental Health,
which helps an individual identify, understand and respond to
signs of mental illness and substance use disorders.
Section 3. Continuing education credit.
A licensing board or licensing commission that requires a
licensee to complete continuing education credits for license
renewal shall provide credit toward its continuing education
requirement for completion of Mental Health First Aid USA. The
licensing board or licensing commission shall establish by
regulation the amount of credits allocated toward the continuing
education requirement for completion of the course.
Section 4. Regulations.
A licensing board or licensing commission under section 3
shall promulgate regulations necessary to effectuate this act no
later than 540 days from the effective date of this act.
Section 5. Effective date.
This act shall take effect immediately.
